Wow, this is a broad topic and there is NO shortage of listings for these online. As mentioned previously you can find personal webcams listed on Yahoo, MSN and ICQ's 'members' webpages (beware of spam on the first few pages).
And there is also no shortage of webcam directories that list these. Here's a few to get you started, but pack a lunch you're going to be browsing for days. I'll do a rating of the listings here or developing a large rating/listings page later on for you ladies and gentlemen (I'm making an assumption to my surfing audience aren't I? :)) to have fun on. Here's one big one listed from earthcam.com's website category on 'personal cams'. And here's a small fledgling one ( myfreelink.com ) we hope to see take off, it has potential.

Jennicam is now offline, but was up for quite a few years. She even got some notice by David Letterman and this article done by the BBC covers the phenomenon quite well. For those of you that never caught her cam or saw her site, from a historical perspective you can see some links from archive.org here.
